Yes. When a Purchase Order is processed (i.e. the items ordered arrived and are now being put into stock), if the amount of items received is declared to be less than the amount of items ordered, a back order is automatically generated for the remainder of the items. The current Purchase Order will have its item quantities adjusted to the quantity of items received. Refer to article po3 for more information.
